"I was thinking it could work," said Llodra, "and then I started following the money."
Even though the fees at the proposed Newtown location were exactly the same as the other locations, the program itself was being run as a private enterprise, explained Llodra.
Because the Municipal Center is a public building, the private aspect of this service didn't fit in with the guidelines of building use, she said.
When asked about possible resident complaints, Llodra responded that her office had a couple of inquiries but she wouldn't categorize them as complaints.
