Emily Howard, 31, of Sandy Hook, turned herself in at the Newtown Police Department at 5:15 p.m. on April 26 for not paying or pleaing in relation to an infraction for allegedly allowing her dog to roam on Dec. 7, 2011. She posted a $92 bond and is scheduled to appear in court on May 15.
