Police: Man With Extensive Arrest Record Was Acting Suspicious Behind Southbury School

The following arrest information was supplied by the Southbury Police Department. It does not indicate a conviction.

David Hipler, 38, of Southbury, was charged with simple trespass on Jan. 9 at approximately 1:25 p.m.

According to police, an officer who was assigned to school security at Gainfield Elementary School observed a suspicious vehicle parked behind the school. The driver acted suspicious and did not appear to have business at the school. When the officer approached the vehicle, it suddenly exited the school.

The officer pursued the vehicle and it was stopped on East Hill Rd. When questioned Hipler told police that he had pulled into the parking lot to look for something inside his vehicle and confirmed that he had no official business at the school. Hipler has an extensive arrest record, according to police.

Hipler was issued an infraction for simple trespass with an answer date of Jan. 25.

A marked police car, with an officer present, is a valuable presence on school grounds, and a deterrent to crime, at least in my opinion. It doesn't seem, on the surface at least, that having an officer stationed at the schools on a rotating basis would create much additional expense. SInce it wouldn't be practical to expect an officer to remain focused on simply "watching" for a full day, perhaps scheduling a police car with officer, to be parked at the school in two hour shifts would work. The officers would be free to do routine paperwork at the same time.

Great job SPD. With the budget surplus this we should be able to improve things in town especially our school's security.

Yes and I'm for taxing ammo made for that AR-15 weapon of mass destruction, to pay for it.

Sorry but the answer will be a political one, and some will not like it, but that AR-15 is whats called a man's toy, they even give out MAN'S CARD do you need 30 rounds to hunt with, and it can even hold up to 100 with a special drum, and leaves a exit hole the size of a large apple http://www.huffingtonpost.com/2012/12/19/gun-sales-bushmaster-newtown_n_2332394.html

If it's the same person I think it was, I grew up with him in Bristol. He was a good kid. My mother really liked him and invited him over. (and my mother didn't let me play with most of the kids in the neighborhood) I hope his life didn't get too far off track because he was a good, cool kid.
